Send troop announcements, trip-roster messages, and parent-to-leader messages inside S4S instead of scattered email chains and group texts. Built to follow BSA Youth Protection rules — group-only, fully auditable, no private one-on-one adult-to-scout messages — with email notifications and an inbox.

Additional troop/crew use case to evaluate for messaging:
• Adult leaders need to send email announcements to everyone in the unit.
• Senior Patrol Leaders (SPLs) need a way to send weekly emails for different purposes. Youth sending permissions are an additional request to evaluate.
• Scouts need their own email addresses recorded in the system so they can receive these messages, separately from parent/guardian contact addresses. Receiving email and having a website login are separate needs.
• Email delivery is essential for this use case; an in-app inbox alone would not meet it.
